The Port of San Francisco lies on the western edge of the San Francisco Bay near the Golden Gate. The Civic Center is an area that contains many of the city's largest government and cultural institutions. It has two large plazas (Civic Center Plaza and United Nations Plaza) and a number of buildings in classical architectural style. The Bill Graham Civic Auditorium, the United Nations Charter was signed in the War Memorial Veterans Building's Herbst Theatre in 1945, leading to the creation of the United Nations. It is also where the 1951 Treaty of San Francisco (the peace treaty that officially ended the Pacific War with the Empire of Japan, which had surrendered in 1945) was signed. San Francisco's Chinatown is one of the oldest and most established Chinatowns in the U.S. Beyond iconic Dragon’s Gate, a bustling maze of streets and alleys brims with dim sum joints and other traditional eateries. Lombard Street is known for the one-way block on Russian Hill between Hyde and Leavenworth Streets, where eight sharp turns are said to make it the most crooked street in the world. The design, first suggested by property owner Carl Henryand built in 1922, was intended to reduce the hill's natural 27 percent grade,which was too steep for most vehicles. In 1906-07, the Mission Dolores Park served as a refugee camp for more than 1600 families made homeless by the 1906 San Francisco earthquake and fire. Camp life after the earthquake ended in the summer of 1908. Some people kept their temporary shacks as houses and a few still survive today scattered across western San Francisco.
